The interview of November 12, 2025, first published by Antidisinfo.net and shared with Global Voices and Metamorphosis Foundation, asked how generative AI alters disinformation campaigns. Laura Jasper of HCSS said generative AI changes the threat by increasing speed, scale and the ability to personalise messages for different audiences.
Jasper argued that attribution is now probabilistic. Adversaries use proxies, false flags and commercial tools, including generative AI, so analysts should assign confidence levels such as low, medium or high and publish the basis of their evidence. Publishing evidence helps preserve credibility and build shared knowledge.
HCSS research across Europe and the Indo-Pacific finds a common vulnerability: high dependence on commercial platforms combined with social trust fractures like polarization and low institutional trust. To measure campaign success, analysts must define a specific behavioural end-state, set clear baselines and use counterfactuals, and combine quantitative data with interviews and focus groups.
Jasper refused to advise operating outside the law and instead recommended broad engagement by local actors, community builders and investigative journalists, with responses handled in communities as well as at higher levels.
