The floods became much worse around August 14 and were most severe between August 15 and 22. Entire villages were cut off in Buner and Shangla districts when roads washed away and houses were swept away.

Heavy pre-monsoon and monsoon rains, 50 to 60 percent above normal, made rivers rise. Releases of water from reservoirs in India also raised river levels. India says it warned Pakistan after opening some floodgates, but Pakistan says the information did not arrive in time. Authorities kept evacuating people and doing relief work.
