Mexico restores access to main government site over TorCEFR A2

A study published on October 9, 2023 found that 21 government agencies blocked access from the Tor network. Under a previous administration the government set up a Tor-accessible mailbox and adopted rules to protect whistleblower anonymity.
The administrations reacted differently. The Enrique Pena Nieto government did not acknowledge the blockage. Under Andres Manuel Lopez Obrador the government said it kept the block for security reasons and argued that some blocking measures catch Tor traffic along with harmful traffic.
On May 6, 2025 the new administration said it had no policy to block the main site. On July 5 routine checks confirmed access to the main federal site from Tor, but some services still remained blocked.
